This tutorial will (hopefully) do two things. It will defiantly show you how to create a trendy cartoon cutout effect, and show everyone (if you didn't know) the new filter browser of Photoshop. So here we go...

This works with a normal image, or anything else you might have. For this tutorial, we'll be using this clearly fantastic picture. If you want to follow along, just click and drag it right off the page into your photoshop workspace yourself. :)

Cartoon Effect - Mr. T

Ok, once in Photoshop, all you have to do is select:
Filter -> Artistic -> Cutout...

From here, you're given a few choices, just select which one you want, and which one looks best. The selects shown are from Photoshop CS.

As you can see, in the new versions of Photoshop, you're given the selected filter used, in this case Cutout, plus a list of other filters you can quickly preview. In the old Photoshop, it would only give you a window with that filter and nothing else.

Go ahead and apply what you think looks good. This effect is great for simply backgrounds for magazine covers, or whatever else you can cook up. Give it a try...
